Upon returning to Salem, she kept mum about losing her baby. She coerced Hope into an argument at Salem Place, then pretended to have a miscarriage so she could place the blame onto Hope. Hope felt guilty and Billie was sure to rub the death of Georgia into her face. Bo and Billie buried their “child” in the cemetery together.
Eventually, everyone discovered the truth that Billie lost her baby in New Orleans. Bo and Hope reconciled, while Billie began spending time with Roman Brady. It was revealed that Billie and Roman had spent time together in Paris. She and Roman made love at his place one night, despite her lingering feelings for Bo.
Nicholas Alamain returned to Salem and displayed an interest in Kate. Billie tried to date Nicholas, but he only had eyes for her mother. Billie had finally decided that she’d had enough of men and relationships and realized that nothing could ever come between Bo and Hope. She once again departed Salem in 1999.
2002 - 2003
Billie returned to Salem and made quite an entrance when her car was hit by a meteor. She joined the police force and swore that she had no intentions of stirring up trouble between Bo and Hope. However, she began making mysterious phone calls to Larry Welch, who kidnaped Hope and Zack. Billie insisted she meant no harm to Hope and initially believed that Larry was working for the ISA. When she confronted Larry for his actions, he shot her. Billie survived and went to London to join the ISA, per Roman Brady’s suggestion.
2004 - 2008
Months later, Billie began sending messages to Bo insisting that she knew who the Salem Stalker was. Bo was stunned to run into his ex on the island of Melaswen, a duplicate of Salem. Together they tried to help the not so dead victims escape the island and get back to Salem. Before they left, they managed to smuggle computer disks which contained crucial information regarding their dead daughter Georgia. The information indicated that their daughter was still alive, even though she had been stillborn years earlier in the bayou in New Orleans. Billie recruited Bo in the search for their daughter, to Hope’s dismay. They searched the DiMera castle in Europe and eventually learned that Georgia had been kidnaped by Stefano DiMera sixteen years earlier. Bo and Billie ran into numerous dead ends in their search for Georgia.
At one point, after Bo and Billie fell into a pit, Billie took advantage of an injured Bo’s state and had sex with him. He hallucinated and thought he was actually making love with Hope. Needless to say, Hope discovered them and punched Billie out, placing the blame onto Billie for the situation.
When Billie learned that Abby Devereaux’s friend Chelsea Benson and her parents had been in a serious car accident, she rushed to the scene and sensed a connection to Chelsea. Before Chelsea’s mom died, she made Billie promise to take care of her little girl. Billie took it upon herself to take the bitter rebellious orphan in. Together they moved in with Patrick Lockhart, whom Billie had a brief affair with previously. Chelsea made it quite clear that she hated Billie and had zero respect for her. After a conclusive DNA test, Billie and Bo discovered that Chelsea Benson was indeed their biological daughter Georgia. Billie and Chelsea eventually formed a relationship, although it was shaky at times.
When Chelsea accidentally ran over Zack Brady and killed him, Billie initially took the blame. Bo also hid the fact that Chelsea was the driver. Hope ultimately found out about Bo’s deception, which resulted in a serous rift in Bo and Hope’s relationship. He turned to Billie for comfort sex, but realized his heart would always belong to Hope. Chelsea schemed to get her parents back together for good. At one point, the teen manipulated Billie into making it look as though she had slept with him, conveniently arranging for Hope to walk in on the moment. Billie lived to regret this incident and made a heartfelt confession at Bo and Hope’s divorce proceedings, pleading with Hope not to divorce Bo.
It appeared that Billie had moved on from Bo for good and eventually began dating amnesiac Steve Johnson. The two seemed to had developed real feelings for one another. Chelsea made it perfectly clear that she didn’t approve of the relationship. However, Billie was devastated when Steve regained his memory and reconciled with his wife Kayla.
On New Year’s in 2007, Billie fell off the wagon and indulged in cigarettes and alcohol. Nick Fallon conveniently came looking for Chelsea. Feeling vulnerable, Billie ended up having sex with the much younger virgin Nick. The two immediately lived to regret it and swore each other to secrecy. Billie revealed what she had done to her good friend Bo and he took her to an AA meeting.
Meanwhile, Nick and Chelsea became close and ended up falling in love. When Chelsea finally discovered the truth that her boyfriend and mom had slept together, she broke things off with Nick and disowned her mom.
Billie sought a new venture and proposed a security idea to businessman EJ Wells, who briefly flirted with her. Her brother Lucas, whom she had now formed a close relationship with, tried to dissuade her from going into business with EJ. She eventually came to her senses and decided against forming a business alliance with EJ, especially after she discovered that EJ slept with her mother.
Billie grew closer to younger brother Philip and helped him search for his missing son, using her connections. She also landed a job at Salem University as Head of Security and has since mended fences with daughter Chelsea. She soon discovered that a series of campus rapist crimes had been taking place and worried for Chelsea’s safety. Chelsea soon confessed that she and the other sorority girls lured Ford over to the house, where he fell to his death after falling down the stairs. Victor came to Chelsea's aid and got Crawford Decker to back off of pressing charges against Chelsea. Unfortunately, Billie lost her job at the university, so Victor offered her a position as Head of Security at Titan in the London office. Will Billie ever find love again or return to Salem?
